Gender in emergencies Generic (e.g. 'gender focal point' role
•Work as a policy and advocacy advisor for rights, resilience and response to the humanitarian crisis resulting from the war in Ukraine, with the support of the ACE Manager.As such, together with colleagues in the ACE team, Oxfam country teams, Oxfam partners and allies and the wider Oxfam confederation, deliver impactful influencing strategies on prioritised issues towards targets in Ukraine and at the international level (note that local and country-level advocacy will be the main responsibility of partners, with Oxfam support).
•Implement the regional advocacy strategy fortheUkrainecrisis response in Ukraine with a strong focus on humanitarian advocacy for local and women’s leadership, ensuring that advocacy efforts take a “local to global” and evidence-based approaches in which steer taken from project focus country staff and partners. Lead on the development of an action plan of how the advocacy strategy will be implemented in Ukraine.
•Work closely with key programme staff to ensure strategic influencing at global, regional and national levels, including supporting program staff to work together to deliver their products to the highest standards.
•Coordinate efforts and information with counterparts in country, regional and affiliate offices.
•Work hand in hand with partners involved in the response to the crisis and spend time in person understanding the challenges they face and opportunities they identify, to support their development of policy lines, approaches, and budgeted activities as well as identifying and supporting advocacy collaboration opportunities for Oxfam and partners. Ensure that the voices of partners and of the people they and we are trying to support are prioritised in policy and advocacy work.
•Liaise and support countries' advocacy work in Ukraine and develop with relevant regional and Ukrainian civil society organisations bothshort-and long-term approaches to target institutions such EU, OCHA and the donor's community.
•Represent Oxfam in external coalitions and working groups lead/co-lead certain groups where it is identified by Oxfam as strategic to do so.
•Reporting on advocacy components from project progress and follow-up/monitor available budget for partners’ and internal advocacy. Narrative and financial reports of advocacy expenditures will be requested.

What we are looking for
  • Strong knowledge of global humanitarian and conflict issues, particularly those related to localisation, humanitarian principles, International Humanitarian Law, protection of civilians, displacement, and impacts of conflicts on women and girls.
  • Excellent analytical and writing abilities, including the ability to adapt writing styles for specific audiences, also under time pressure.
  • Experience with engaging in advocacy on conflict, gender, and displacement in the context of a humanitarian crisis.
  • Ability to liaise with a wide range of people, both internally and externally and at many levels, with credibility, tact and diplomacy.
  • Ability to interrogate and openly discuss privilege and how to address power imbalances.
  • Adherence to Oxfam’s vision and principles, including feminist and humanitarian principles
  • Excellent spoken and written English with a proven track record of publications and a wide range of writing (policy papers, briefs, blogs etc).
