GBV / VAWG Refugees’ rightsRefugees International (RI) seeks to hire a Senior Advocate for Women's and Girls' Rights. The Senior Advocate will serve as RI's primary advocate for the rights and protection of displaced women and girls, working closely with affected communities, local partners, and refugee-led organizations to promote solutions to the specific humanitarian and protection challenges facing women and girls. The Senior Advocate will be a member of the Program Team and report to the Vice President for Programs and Policy.
Ideal candidates will have strong advocacy skills and research experience working on the protection needs of displaced women and girls in humanitarian settings. Candidates should have experience conducting research and interviews with displaced people, UN and NGO personnel, and government officials, and collaborating with and building coalitions. They should be prepared to collaborate closely with the communications, government relations, and fundraising components of the organization.This position is based out of Refugees International’s office in Washington DC.. We have a flexible, hybrid work environment, with an expectation of 3 days in the office per week. We strongly encourage individuals with lived experience of displacement to apply.
EXPERIENCE and EDUCATION- A minimum of seven to ten years of highly relevant experience on the rights of displaced women and girls, including overseas work, preferably with refugees, internally displaced people, or in crisis situations, and experience on issues of gender-based violence and women's protection, required.
- Experience working for U.S.-based NGOs and/or direct experience with U.S. advocacy and U.S. policy highly desirable.
- Knowledge of the women, peace, and security (WPS) agenda required; experience implementing or advocating on WPS commitments is highly desirable.
- Bachelor's degree in international affairs, political science, human rights, gender studies, or a related field required.
- Master's degree preferred.

COMPETENCIES REQUIRED or PREFERRED- Familiarity with the agencies of the international humanitarian system and the gender and GBV coordination architecture (e.g., GBV Sub-Cluster, Gender Standby Capacity) is required.
- Excellent analytical, writing, and public speaking communication skills required.
- Fluency in English required; proficiency in a second language is highly desirable.
- Ability to work well with others in small teams required.
- Willingness to travel to potentially risky and isolated places with limited external support required.
- Formal hostile environment training preferred.
- Familiarity with digital photography and digital videography is very useful.

Job OverviewThe WPE field is at a strategic inflection point. The humanitarian system is contracting, siloed sectoral programming by default is under scrutiny, and the organizations that will define the next decade of protection practice are those that can ground a social work systems approach in feminist practice, building connective tissue with child protection, rule of law, and case management bridge prevention and response as two expressions of a single protective logic , and take seriously the financing of services for those most at risk of violence as a structural condition of impact rather than a donor-cycle variable.
Desired Experience and SkillsCore WPE and GBV expertise (required)- Established or growing recognition as an expert at regional or global level, with 12+ years of progressive experience designing, leading, and implementing programs, including 7+ years in GBV/WPE is required. Additional experience in social work, social welfare systems, or case management practice would be an asset.
- Strong track record of driving uptake of evidence-based practice.
- Demonstrated experience in sectoral strategy design and planning; experience with policy and advocacy efforts and campaigns for change.

Health Sexual & reproductive rights (SRHR)PROGRAM OVERVIEWUganda has made significant progress in reducing maternal and neonatal mortality since 2016, with maternal mortality declining by 44% from 338 to 189 deaths per 100,000 live births and neonatal mortality by 18.5% from 27 to 22 deaths per 1,000 live births. However, mortality remains unacceptably high, driven by causes such as birth asphyxia, prematurity, and maternal haemorrhage, with many deaths resulting from delays in recognizing danger signs, seeking care, reaching capable facilities, and receiving timely treatment. Strengthening emergency referral systems is therefore critical and requires functional communication and transport linkages, improved triage and referral protocols, and timely, safe transfer of women and newborns requiring emergency care. CHAI Uganda’s Sexual, Reproductive, Maternal and Newborn Health (SRMNH) Program partners with the Ministry of Health to reduce maternal and neonatal mortality by expanding access to priority family planning, maternal and newborn health products and services, while strengthening emergency referral pathways at community, health facility, and district levels.POSITION OVERVIEWReporting to the Senior Associate – Emergency Referral Systems, the Associate will support the implementation and monitoring of activities to strengthen emergency referral systems for mothers and newborns in Uganda. He/she will assist in conducting field-level assessments, collecting and analysing data, supporting health facility and district engagement, and contributing to the development of referral tools, training materials, and knowledge products.The Associate will work closely with the Senior Associate, Ministry of Health counterparts, district health teams, and health facilities to help ensure that women and newborns experiencing obstetric and neonatal emergencies receive timely, appropriate care. Human rightsWe are proud to launch the fourth year of the CFJ Fellowship Programme which provides a unique opportunity for early-career African women lawyers to increase their strategic litigation, legal representation and advocacy skills and ultimately become the next generation of justice champions for women and children in Africa. The Programme is administered in partnership with the Legal Empowerment Fund at the Fund for Global Human Rights.
The Fellowship Programme funds and places ten early-career women lawyers in diverse human rights and justice organizations in Kenya, Malawi, South Africa and The Gambia. These include legal aid providers, select universities with legal aid clinics, and government prosecution services to provide legal services for women and children at all stages of the justice process. The Programme equips fellows with the tools they need to advocate for the rights of women and children especially against child marriage and violence against women and children. Fellows receive immersive practical work experience and hands-on training and carry out a range of duties including legal research, drafting, client support and legal representation in court. In keeping with CFJ’s focus on using technology to increase access to justice through our partnership with Microsoft’s AI for Good Lab and the Oxford Institute of Technology, CFJ fellows will also be trained in and encouraged to apply innovative technological tools to advance their work.
