 Sexual & reproductive rights (SRHR) HealthThe Contracts & Grants Officer leads strategic initiatives to ensure compliance with contractual and grant terms governing incoming funds and with Ipas policies and procedures. This role is central to supporting Ipas’s expanding portfolio of subawards and grants, which requires a seasoned professional with robust global experience in contracts, grants management, and capacity building. The role will be responsible for reviewing and negotiating award/grants agreement and contracts, ensuring efficient setup and maintenance of award data in Ipas’s award library and ERP system – Workday.
 Primary Responsibilities:- Review incoming and outgoing legal instruments and modifications (including award agreements, subaward agreements, pre-teaming agreements, teaming agreements, sub-contracts, etc.) and conduct regulatory research to ensure compliance with donor requirements, local laws, and Ipas policies.
- Oversee the setup, maintenance, modifications, and closeout of awards and projects in Ipas’s Enterprise Resource Planning system (Workday).
- Develop and deliver tailored training resources and materials to strengthen the capacity of global and local teams and relevant stakeholders across the network in contracts, grants, subgrants, and related compliance matters.
- Facilitate and coordinate handoff meetings to share relevant award information with implementing teams.
- Collaborate with program and procurement teams in negotiating contracts and subawards terms and conditions to ensure compliance and mitigate risks by providing advice on language and approach.
- Develop and implement strategies to address potential challenges and issues during the life cycle of contracts and grants.
- Explore opportunities for innovation in contracts and grants management processes, leveraging technology and best practices to enhance efficiency and effectiveness.
- Identify and implement process improvements to streamline workflows and balance risk with Ipas’s shared leadership and network philosophies.
- Ensure that the award review process is conducted in accordance with established processes and procedures and contact consultants when expert advice is required.
- Develop and disseminate tools, policies, and best practices to ensure consistent application of donor terms globally. Oversee their integration into subawards and grants, providing strategic guidance to maintain compliance, mitigate risks, and align with organizational standards.
- Serve as focal point for providing support to other nodes during audits and due diligence processes with respect to donor awards.
- Assist program managers and other stakeholders with contract terms, Workday functionality, and Award Library-related questions.
- Maintain Ipas’s Award Library and internal award trackers.
- Other duties as assigned.
 
 Minimum:- Bachelor’s degree in business administration, or a related field.
- Minimum of 5 years of experience in contracts and grants management, and project management, within the nonprofit sector.
- In-depth knowledge of donor requirements and industry best practices related to contract and grant management.
- Experience in management of sub-awards and/or international development project management experience.
- Professional experience working for international nonprofit organizations. Demonstrated expertise in designing and conducting training and other capacity-building initiatives.
- Experience drafting organizational policies and procedures
- Strong negotiation, analytical, and critical thinking skills.
- Excellent communication and interpersonal skills.
- Proven ability to work collaboratively in a team-oriented environment.
- Proficient in Microsoft Office Suite.
- English language fluency

 Gender-based violence (GBV)Background
 The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty-bearers and the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work. Role Summary The intern will be responsible for supporting the activities of the ACT team working on interim reparative measures projects and will report to the Regional Coordinator for Africa. In addition, the intern will provide support to other members of the ACT team, in particular to the ACT management team and the IRM Projects Assistant.
 Position Responsibilities
 Key responsibilities include but are not limited to the following activities:
 • Contribute to data analysis, research, drafting of note and reports related to ongoing or upcoming interim reparative measures projects;
 • Participate and report on projects meetings, including with partners;
 • Support the organisation of exchanges on lessons learnt;
 • Support ACT internal coordination, including the collection of quotes, the update of projects flowcharts, of the mission calendar and other reporting documents;
 • Support the research and translation of tools in the ACT toolkit, from and into English/French, and Spanish if possible;
 • Participate and report on ACT team meetings;
 • Participate in GSF team meetings.
 Position Requirements
 Education and Experience
 The position is open to students currently enrolled in a master’s programme in international relations, international law, or a related discipline. Please note a tripartite agreement is mandatory for this internship.

 Scope of Work
 The Consultant will oversee the implementation and monitoring of the Gender Action Plan (GAP) and all other gender-related activities under the project. The Consultant will ensure timely implementation of project activities in coordination with PMU consultants, consulting and non-consulting service providers, and in compliance with the requirements of ADB and the Kingdom of Tonga.
 Detailed Tasks and/or Expected Output
 The Consultant’s responsibilities include but are not limited to the following:
 - Undertake a gender survey and assessment of beneficiaries of aged care centers and caregivers to ensure their needs and demands are reflected in the services and programs provided.
 
- Support the implementation of Output 3 activities related to gender aspects, including the Gender Equity and Awareness Program, in close coordination with the Gender/GBV Specialist.
 
- Assist the international Gender/GBV Specialist in designing and implementing the Gender Equity Awareness Program, providing inputs and support to engage stakeholders, reviewing relevant policies and documents, preparing a GBV prevention strategy, disseminating findings, and performing related tasks.
 
- Contribute to stakeholder analysis and provide inputs to the communication strategy and consultation plan to ensure effective, gender-responsive stakeholder engagement during implementation.
 
- Ensure effective and timely implementation of the Gender Action Plan, including conducting training, capacity building, and raising issues requiring government and ADB attention in collaboration with the Gender/GBV Specialist.
 
- Prepare the Gender Action Plan monitoring report, including sex- and disability-disaggregated data, and contribute to quarterly progress, safeguards, and completion reports, as well as any other gender reports requested by ADB or the government.
 
- Monitor other consultants’ and contractors’ compliance with their GAP responsibilities.
 
- Support the senior community coordinator in developing measures to inform and encourage older women to access aged care services and programs.
 
- Assist with community consultations, awareness campaigns, and media activities to encourage male participation in the caregiving profession.
 
- Provide gender-related inputs to project documents as needed, including bidding documents, CEMP, EIA, GAP, GRM, and Resettlement Plan.
 
- Undertake any other tasks necessary for the successful implementation of the project.
 
 Minimum Qualification Requirements
 - At least 5 years of demonstrated experience in gender and development.
 
- Experience with ADB-funded or other development partner projects is highly preferred.
 
- Strong knowledge of gender issues in Tonga, particularly related to older people, community resources, and gender programs for older people, including those with disabilities.
 
- A degree in social sciences or a related field is required.
