Gender-based violence (GBV)

The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030.
You would be responsible for:
Programme Development and Implementation
- Conduct field assessments and situational analyses to determine needs and gaps for GBV prevention and response, with particular focus on GBV services. Where appropriate, ensure GBV issues are integrated into other key assessments, including those related to recovery, resilience, and social protection.
- Conduct service mapping and service gap analyses to assess the availability, accessibility, and quality of GBV response services, and plan for collaboration and improvement. Integrate longer-term development considerations such as capacity strengthening of national systems and sustainability of service delivery.
- In partnership with relevant UN entities, national and international NGOs, and government counterparts, develop a national GBV Case Management mechanism aligned with global guidance, the Inter-Agency Minimum Standards for Addressing GBV in Emergencies, and the Inter-Agency GBV Case Management Guidelines.
Partnerships
- Maintain strong working relationships and, in coordination with the UNFPA Representative/Head of Office, provide regular updates on UNFPA’s GBV progress to the UNCT, GBV Sub-Cluster, Protection and Health Clusters, and development coordination mechanisms.
- Work closely with the SRH Specialist/Coordinator to strengthen linkages between GBV and SRH programmes, ensuring integrated approaches that address the continuum of rights, health, and protection needs.
Reporting
- Monitor GBV assistance provided by UNFPA through implementing partners, ensuring both emergency response and developmental impact are documented.
- Track progress and outcomes of GBV programming, especially Case Management and system-strengthening initiatives, through regular data collection, expenditure tracking, and partner reporting
Capacity Development
- Provide mentoring and technical coaching to staff, consultants, and implementing partners on GBV prevention, response, and nexus programming.
- Strengthen institutional capacity of local authorities and service providers to transition from humanitarian to sustainable service delivery models.
Administrative and Miscellaneous Duties
- Submit monthly reports documenting progress against work plan outputs, highlighting nexus linkages, advocacy achievements, and contributions toward CPD outcomes
Qualifications and Experience:
- Advanced degree in social work or other social sciences, public health, community health, international relations, international law, human rights or related field;
- A minimum of 5 years of experience in reproductive health and gender issues and their application in international humanitarian or development settings;
- Experience in humanitarian coordination;
- Knowledge of the humanitarian reform process and roles/responsibilities of humanitarian actors;
- Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors;
- Experience in program management;
- Proficiency in English. Advanced Arabic is an asset
